I'm starting to think that too. I've been careful to keep on the right side of the new rules (I know what I'm allowed to do without notifying the local authority), but there's enough mess in the wiring in places that I'm starting to think that either one of the previous owners was a fool, or that the electrician they hired to do the work was.
