Well might you ask - one of his anthologies is titled 'Howard Who?' for this very reason (despite his having won the Nebula and the World Fantasy Award)

He's a Texan SF author, although the SF bit is sometimes debatable. Most of his work is short stories, whose defining characteristic is that they have nothing in common with each other. Typical subject matter includes the extinction of the dodo in Mississippi, psychic zen sumo wrestling, post-apocalyptic native american tractor pulls, roll-and-roll loving UFOs, Eisenhower-as-jazz-musician, Georges Melies' film of the Dreyfus affair, the twelve labours of Hercules retold in the Deep South of the 1930s, HG Wells' martians invading Texas, the defeat of General Custer's balloon infantry at the battle of Little Big Horn, Philip-Marlowe-meets-Christopher-Marlowe-meets-Marlowe-from-Heart-of-Darkness , the implementation of the Protocols of the Elders of Zion, a Runyonesque retelling of the Brementown Musicians, and the effect that a Nazi victory in WWII would have had on Peter Lorre.

The bad news is that most of his anthologies are long out of print, although you might still be able to pick up a copy of Going Home Again - I think Murder One had a copy in stock a couple of months ago.

The good news is that he has a recent anthology of collaborations (Custer's Last Jump and other collaborations), some of his stories are available online:

Hmmm... The Hercules one sounds familiar - I think I might have it in an anthology. But I shall keep an eye out for him - thanks!
