From Statutory Instrument 2001 No. 341, Representation of the People (England and Wales) Regulations:

23. - (1) A registration officer may require any person to give information required for the purposes of that officer's duties in maintaining registers of parliamentary and local government electors.

(2) A registration officer is under a duty to require persons to give information required for the purposes of that officer's duty under section 3(1) of the Juries Act 1974[15].

(3) If any person -
(a) fails to comply with, or
b) gives false information in pursuance of,
any such requisition of the registration officer as is mentioned in this regulation, he shall be liable on summary conviction to a fine not exceeding level 3 on the standard scale.

The university is acting as the householder from the perspective of the local electoral registration officer, who therefore expects a full list of electors for the register. The university is trying to claim that non-student residents should make individual registrations ([livejournal.com profile] ias and I did), but is clearly then cancelling those with its householder submission.

That'll be a £1000 fine, then.

The galling thing is that I'd really been looking forward to voting for Don Foster in Bath, since I'd hate to see the Tories push the Lib Dems out of that seat.

Fairly strong. 9894, or 21.4% on a turnout of 64.9%. He is a damned good constituency MP, and fairly visible nationally.

is it worth emailing the party - they are going to be keen on every vote and losing over 40 is a big margin?

I had a landlord that tried doing this to me, cos he didn't want the Inland Revenue knowing. I filled myself in on the form, he then had a screaming row with me, tore the form up, I moved, reregistered, net result he'd disenfranchised himself

Forty might be a slight exaggeration on reflection, since there are quite a few overseas resident tutors in that number. But yes, if either the university or the local electoral registration officer doesn't take this seriously, that is a possibility.

There sadly doesn't appear to be any way that I can be registered in time for this election, no matter how much jumping up and down and screaming I do.

I read this and the previous today and was outraged on your behalf. Regardless of the fact that all voting gets us is a government, whoever it is, and regardless of the fact whether it's by incompetence or design - that you've had the right to vote TAKEN from you is pure chainsaws-up-to-max-and-ignore-the-screams-for-clemency.

Duuuuuh.

Sorry Nick. At least *good luck* with any action you may be able to take, even if it's simply getting them fined as a lesson NOT TO FUCK UP again (..this happened TWICE?).
